Manufacturing Grant Program – “Produce Here” Initiative

The “Produce Here” Initiative provides a 50% grant to support productive investments of existing manufacturing SMEs, with an eligible project budget ranging from €100,000 to €400,000. The aim is the substantial upgrade of production processes and the enhancement of the international competitiveness of Greek manufacturing.

The “Produce Here” Initiative can fund needs related to new production equipment, technological upgrades, automation, certifications, R&D or export activities, and new staff hiring.

The Investment Center [Blackbird Group] undertakes the eligibility assessment, full preparation of the business plan, submission of the funding application, and provides full support up to the final disbursement of the grant.


▲ Eligible Enterprises

Eligible applicants are existing very small, small, and medium manufacturing enterprises with substantial activity in eligible NACE manufacturing codes. The program also includes businesses from the following sectors (significant imbalance between domestic supply and demand):

✓ Pharmaceutical products
✓ Medical devices & equipment
✓ Chemical & plastic products
✓ Consumer industrial products (clothing, footwear, furniture)

✓ Basic metals
✓ Electronics
✓ Electrical equipment & appliances
✓ Industrial machinery
✓ Transport equipment

⚠️ PRE-PUBLICATION – PUBLIC CONSULTATION

The information presented is based on the official pre-publication / public consultation of the “Produce Here” Initiative. The final Call for Proposals and the application submission period will be defined by Ministerial Decision. Terms, conditions, and eligible costs may be subject to modifications.

▲ Key Features of the “Produce Here” Initiative

  • Total program budget: €50,000,000.
  • Grant rate: 50% public funding.
  • Eligible project budget: from €100,000 to €400,000.
  • The total eligible budget cannot exceed the company’s turnover (one of the last three fiscal years may be selected).

▲ Participation Requirements

Businesses submitting a proposal under the “Produce Here” Initiative must, among others:

  • Have at least one (1) FTE employee under dependent employment during the fiscal year prior to the application.
  • Have at least two (2) fully closed fiscal years prior to the application.
  • Be substantially active (main NACE or highest-revenue NACE) in one (1) eligible manufacturing NACE code.
  • Possess the eligible NACE code(s) of the investment category specified in the final Call.
  • Operate legally with the required operating licenses for the funded activity.
  • Meet the requirements of the Regulation (EU) 2023/2831 – De Minimis.
  • Implement the investment in one Regional Category of the Greek territory.

▲ Eligible Costs

The eligibility start date for expenses is the date of electronic submission of the funding application. The main categories of eligible expenses (with indicative maximum limits) include:

  Cost Category Description Indicative Maximum Limit
  Staff Costs Wage costs for newly hired staff (up to 2 FTE). Up to €25,000
  Equipment Costs Production & mechanical equipment, acquisition of state-of-the-art technological equipment. 20% – 80% of the eligible budget


Service Provision CostsConsulting services (external consultants), SaaS / Cloud services, product/process development studies, certifications, branding–packaging–labelling, intellectual property, patents, technology transfer.Up to 3% of budget (consultants), up to 20% (SaaS/Cloud), up to 40% (studies & IP), up to 10% (branding), up to €3,000 per certificate (max 3).


Software CostsDevelopment of e-shop, CRM, B2B platforms, software licenses and related systems.Up to 30% of the eligible budget


Promotion – Marketing – Networking CostsParticipation in domestic & international trade fairs, other promotional–marketing–networking activities.Up to €40,000 (trade fairs) & up to 10% of budget (other activities)


Indirect CostsAdditional bonus of 7% on the total project, in accordance with Article 54 & Article 25 of Regulation 1060/2021.7% of eligible direct costs
