Improving the Energy Efficiency of Tertiary Sector Businesses
Action "Save - Enterprise" | Ministry of Environment & Energy
The Save - Enterprise program subsidizes the energy upgrade of businesses operating in the commerce, services, and tourism sectors.
Applications are submitted from March 12, 2024, until the budget is exhausted, strictly on a priority basis (First in First Out).
The grant rate reaches up to 65%, depending on the size of the enterprise and the type of intervention.
Eligible energy-saving expenses include Frames, Thermal Facades, Insulation, LED Lighting, Heat Pumps, Air Conditioning, DHW (Domestic Hot Water) Systems, and Engineering - Consulting studies.
The maximum subsidized budget is up to €500,000 for tourism and up to €250,000 for other sectors.

▲ Eligible Expenses
Subsidized interventions include:
- Thermal insulation, Thermal facades, Shading systems
- Building shell upgrades, window and door frames
- LED lighting & consumption-saving automation
- Heat pumps, Air conditioners, Heating – cooling – ventilation
- DHW (Domestic Hot Water) systems, Solar thermal & Solar Collectors
- Local & central control automation
Supporting Services are also included (up to 7% & max €30,000):
- Energy audits – issuance of EPCs (Energy Performance Certificates)
- Monitoring and implementation consultant
- ISO 50001 certification (energy management)
- Studies & research related to the project
▲ Energy Goals
Investment plans must achieve an energy upgrade, as evidenced by the Energy Performance Certificates (EPCs) before and after the investment, as follows:
- ≥ 40% primary energy savings
- ≥ 35% reduction in emitted pollutants (CO&sub2;)
▲ Main Modifications
- After the budget is exhausted, applications are registered as runners-up (waitlisted).
- The requirement to upgrade by two energy categories is abolished.
- The mandatory goals remain:
- ≥ 40% primary energy savings
- ≥ 35% reduction in CO&sub2; emissions
- For projects up to €150,000 (tourism) and up to €80,000 (commerce/services), a temporary Solemn Declaration instead of an EPC is allowed with a 1-month deadline.
The "Save - Enterprise" Action, with a total budget of €176.75 million, is funded by the Recovery and Resilience Facility.
