Three new high-value Actions are launched for businesses in Thessaly under the “Thessaly 2021–2027” Programme and the TEPIX III Business Guarantee Fund. These represent major opportunities for financing and grants up to 70% for Thessaly-based businesses, fully supported by the Investment Center [Blackbird Group] with more than 16 years of experience in ESIF programs.
The new ESIF programs 2025 concern business subsidies (non-repayable grants) for both new and existing small and medium-sized enterprises. The Investment Center operates as a specialized consulting office and ESIF business advisor, undertaking the full preparation for inclusion in the new ESIF programs of Thessaly.
For Existing Small & Medium-Sized Enterprises
Existing SMEs in Thessaly (start date before 1/1/2023) are subsidized with a 70% grant rate for investment projects ranging from €50,000 to €425,000. Selected business activities (NACE codes) are included from the sectors of Manufacturing, Tourism, and Services.
Eligible Expenses: Building Works, Equipment, Services, Electric Transport Vehicles, Newly Hired Personnel.
Application Period: 27/11/2025 to 30/01/2026 (no priority order).
For New & Under Establishment Small & Medium-Sized Enterprises
New and under-establishment SMEs in Thessaly (start date after 1/1/2023) are subsidized with a 70% grant rate for investment projects ranging from €50,000 to €425,000. Selected business activities (NACE codes) are included from the sectors of Manufacturing, Tourism, and Services.

The new Microloan Recovery Fund within TEPIX III aims to provide financial support to very small and small enterprises in the Region of Thessaly affected by storm Daniel.
Key Features:
Funding is provided regardless of the existence of material damage and may cover working capital or investment expenses up to 40% of the loan amount.
Duration: Loans may be granted until the end of the Programme’s eligibility period (31/12/2029) or until the Fund’s budget is exhausted.
